Minnesota Governor Tim Walz signed Driver’s Licenses for All into law on March 7, 2023. The law will go into effect on October 1, 2023. Proof of citizenship or lawful presence will no longer be required for obtaining a driver’s license.

During the January 2023 MCOTA meeting, MnDOT program manager Michelle Lichtig provided an overview of the legislation, which may increase transportation access by allowing at least 10,000 individuals that are currently ineligible for a driver’s license to legally drive to employment, school, medical appointments, child care, and other essential services. Supporters of the law include the Minnesota Chamber of Commerce and the Minnesota Department of Public Safety.
